Based on true events, the story centers on the Anti-Hindi agitations in Tamil Nadu in 1965, exploring the socio-political struggle against Hindi imposition.

The film began development in 2021 as a collaboration between Sudha Kongara and Suriya, but the project was later shelved. It was revived in December 2024 with Sivakarthikeyan in the lead role, and principal photography commenced the same month, wrapping in October 2025.
